Program Evaluation and Logic Modeling
A mainstay of BTA’s professional toolbox is the Logic Model. The
Logic Modeling method is designed to build organizational capacity by
training your staff members to take control of the program development,
implementation and evaluation processes.
Pre-Proposal Workshop –
- Establish staff and stakeholder consensus on your program’s mission, goals
and objectives
- Clarify your target populations
- Identify the problem or issue to be addressed by your program
- Assess the resources and activities needed to implement the program
- Specify those indicators that correlate to expected outcomes
- Maximize your potential for achieving short, medium and long-term
outcomes
Contractor Technical Assistance -- Bids -- BTA serves as a resource for
small and/or minority companies desiring to pursue bid opportunities as either
a prime or subcontractor for Katrina-related and other contracts. As a technical
assistance contractor, BTA will:
- Assist contractors in understanding and interpreting the bidding
process to determine eligibility and deciding whether or not to pursue.
- Attend bid conferences and/or access and review all relevant materials
and documentation to determine bid protocol and requirements.
- Review company history, expertise, resources, and personnel and
construct company Capability Statement.
- Process all of the required paperwork and submit bid packet in response
to appropriate bid opportunities.
- Monitor, track, follow up bids and serve as point of contact for company.
- Conduct semi-annual or annual evaluation of contracted project.
- Based on contracting agency guidelines, facilitate written progress
report as required.
Ongoing Program Management – Once funding has been acquired
and/or the program is implemented, BTA will provide your staff with
the training and tools to:
- Manage and monitor program activities
- Track resources used
- Document program processes
- Conduct interim assessments to ensure that the program is on track
- Make program adjustments in a timely manner
Outcomes-based Accountability – Based on the program Logic Model,
BTA will create the evaluation plan and timeline, facilitate ongoing data
collection, provide quantitative and qualitative analysis, identify measurable
outcomes and document overall programmatic impact. BTA will also provide
you with a final evaluation report in layman’s terminology that will include
a narrated PowerPoint presentation of the Executive Summary. This unique
service will not only enhance the usability of evaluation findings for your
organization, it will also facilitate the dissemination of the findings to multiple
constituencies in a user-friendly, culturally competent format.

Qualitative research – BTA provides a full range of qualitative research
and documentation services either online or on site. Deliverables
include critical review of best practice models, comparative analysis,
comprehensive research report, multi-media presentation, and dissemination
to diverse audiences.
Strategic Planning/Theory of Change – To facilitate organizational
assessment and future planning, BTA will conduct one or two-day
workshops either on site, online or during staff retreats. During this
process, your staff will:
- Review and assess current program activities
- Identify gaps and needs for new direction
- Identify program assumptions and challenges
- Agree on goals and objectives for the future
- Develop an outcomes map and indicators
- Develop corresponding strategies and activities
- Divide areas of responsibility and appoint champions
- Establish a timeline for implementation of the strategic plan
K-12 – Programs and Special Projects – BTA works with local school
administrators and educators to evaluate school-based or district-wide
programs and special projects. Following is an example of the normal
procedures that we follow:
- Review program mission, goals, objectives and expected outcomes
- Assess current system of data collection and reports that are generated by
Staff.
- Utilize the Logic Model to define program inputs, activities, outputs, short-
term outcomes, intermediate outcomes and long-term outcomes.
- Identify gaps and provide recommendations for improved data collection,
reporting and analysis.
- Develop program evaluation plan
- Conduct formative and summative evaluation.
Group Evaluation & Technical Assistance – BTA serves as a resource
for foundations, Governmental agencies, Educational institutions and other
grantor organizations. As a Technical Assistance contractor, BTA will:
- Assist grantees in interpreting and adhering to funder evaluation and
reporting guidelines
- Provide fundees with staff development and technical assistance in database
management, data collection, analysis and report writing
- Conduct group, individual or meta evaluation of funded programs
Training/Continuing Education – To build organizational and/or
community capacity, BTA will facilitate classes and staff development
workshops in the following areas:
- Logic Modeling
- Data Collection & Analysis

Evaluation Proposal Writing – BTA will enhance your organization’s
funding efforts by developing detailed evaluation plans for your funding
proposals. BTA offers two categories of evaluation plans to fit your
need and budget:
